First Call Families > About Us

Our Mission

Emergency first responders put their personal safety on the line every day in order to protect and serve our communities. Yet overall, these dedicated men and women face greater risks than most of us realize. The dynamic and highly charged environment in which they work often impacts them and their families in a negative manner. Not only do first responders regularly sacrifice their health and well-being on behalf of public safety, they are subjected to work-related stressors that can be overpowering and set them up for failure. The end results are staggering.

  • Divorce rates as high as 84%
  • Suicide rates can be as high as six times higher than the national average. There is also a major problem with children of first responders committing suicide.
  • Significantly higher levels of alcohol, substance abuse and domestic violence.
  • Cynicism, hyper-vigilance and isolationism become their world
  • Emergency service agencies do not provide proactive family support services.

In response, First Call Families (FCF) was formed to support and strengthen the families of all emergency responder professionals, including firefighters, police officers, emergency medical responders, 911 dispatchers, and others in law enforcement, all serving in city, county, state and federal agencies. The primary goal of FCF is to focus on the families of first responders, with a preventative approach to directly reduce these negative effects of these professions. Our primary strategy is to partner with churches, chaplains and other organizations to help accomplish this effort. Together with our willing partners, we will host family seminars and social events, provide education and support, and develop other opportunities designed to strengthen first responder families in our communities.

Our Team
Dave Williams
, President (Police Assistant Chief, Retired)
Dave spent 25 years working with the Portland Police Bureau, and retired after serving a number of them as the Assistant Chief of Police. Dave earned his Bachelor of Science in Law Enforcement, Southern Oregon University, Masters in Justice Administration from the University of Portland. He was the 1992 national recipient of the Police Executive Research Forum's Gary P. Hayes Award for outstanding initiatives in improving police services. Dave was formerly an adjunct criminal justice professor for the University of Portland. He served as an independent consultant assisting communities around the country in developing their police departments. Dave and his wife Lois have been married for 36 years. Both are committed to strengthening family relationships of first responders and in establishing balance with their demanding careers.

Chris Green, Senior Vice President (Police and Fire Chaplain)
Chris graduated with a Bachelor of Science in Biblical Studies, Theology and Pastoral Studies from Multnomah Bible College. Chris served several years as the college pastor at Sunset Presbyterian Church, and as a Reserve Deputy and Chaplain. He has worked with Ministers and Police as the Liaison to Pastors and Ministries with Portland Police Chief Mark Kroeker. He worked as the administrator of two different medical centers before coming to First Call Families full-time. Chris is married to Kristy and they have three sons, Cameron, Kellan, and Keenan.

Bob Dorsey, Vice President of Ministry (Police Chaplain)
Bob graduated in 1985 with a Bachelor of Science in Biblical Studies and Psychology from Grace College and in 1991 received a Masters of Arts in Counseling from Western Seminary. Bob is a licensed professional counselor. He currently serves as a licensed professional counselor, pastor of equipping ministries at Good Shepherd Community Church and as a Police Chaplain with the Gresham Police. Bob and his wife Sandra have been married over 20 years.

Trey Doty,, Operations Director
Trey received his B.S. in Sociology/Social Work and his Master of Divinity from George Fox University.  His post-graduate studies include the completion of a Residency in Clinical Pastoral Education (Chaplaincy) from Legacy Emanuel Hospital and Health Center, a level one trauma center in Portland, OR.  Trey is a recorded (ordained) Friends pastor and has served as a youth pastor, pastor, and church planter.  Most recently he worked as the Executive Director of Innovative Ministries Foundation, a grantmaking organization that partners with start up ministries and nonprofits.    He continues his work with Legacy Emanuel Hospital’s Spiritual Care Department as a member of the Pastoral Care and Consultation Committee.  Additionally, as the chair the Board of Leadership Development for the sixty-seven Friends (Quaker) churches in the Pacific Northwest, he oversees the development of local church leadership.  Trey is husband to Stephanie and dad to Haley and Drew.  They enjoy trips to the Olympic Peninsula, adventures around Portland, reading, soccer, and the occasional rodeo.

Bob Cozzie, Director of Events (9-1-1 Center Director)
Bob earned his Bachelor of Science Degree in Organizational Management from Colorado Christian University. Bob Cozzie is the Director of Clackamas County 9-1-1 (CCOM). He has been actively involved in emergency services since 1995, including fire fighting, dispatch, training, and shift supervision. Bob is a certified instructor through the Association of Public Communications Officials (APCO) and through Oregon Department of Public Safety Standards and Training (DPSST). Bob serves on the DPSST Telecommunications Policy Committee and Chairs the DPSST Telecommunications Curriculum Committee. Bob has been married to his wife Cathy since 1986 and has one daughter and three sons.

Michael Straup, Relations Director (Police Chaplain)
Mike graduated from Michigan State University in 1968 and was commissioned a Second Lieutenant in the USAF. Mike served one tour in Vietnam flying the C123K and earned the Distinguished Flying Cross and five Air Medals. Subsequently he served as an Air Force Flight Instructor in the T-37B, a Forward Air Controller in the Michigan Air Guard, and a combat rescue helicopter pilot with the 304th Rescue Squadron in Portland. Mike also graduated from Canadian Theological Seminary with his Master of Divinity in 1978. Mike and his wife Martie have been married for 42 years and have five children and nine grandchildren.
